California Department of EducationE-rate is a federal program of the Federal Communications Commission administered by the Schools and Libraries Division of the Universal Service Administrative Company that provides eligible K-12 public schools and libraries 20% to 90% discounts on approved telecommunications, Internet access, and internal connections costs". E-rate discounts are based on the number of students eligible for the National Free Lunch Program. Schools and libraries in low-income urban communities and rural areas qualify for higher discounts. Although the E-rate application process can be difficult and schools must make strategic decisions about the level of discounts for which they will apply, every school should consider applying for E-rate discounts. Public School Districts, Charter Schools, and Private Schools must have a written Technology Use Plan before they file their Form 470 for the following year. The tech plan must be state-approved before the filing of Form 486 to receive funding. Any active, EETT-approved tech plan has automatic approval for E-rate.
Workshops are held periodically By CTAP 11 to provide support and guidance for writing a Technology Use Plan. Because of the need for a written tech plan before filing a Form 470, districts with plans expiring on June 30, 2008 should plan on writing their plan in Fall, 2007, before Form 470 is filed.
